My father and step-mother are thinking about moving up here and may be interested in
looking in Lowell. Any recommendations/comments on areas, buyers' brokers, etc?

We love our real-estate broker, Johanna Webster from ERA. She rocks.
She is based in Andover:

She recommended a wonderful home inspector, who was thorough and worth every penny we paid him. I don't have the company's number with me.

Lowell is changing so rapidly that I don't have too much advice. When we were looking at houses in Lowell 3-1/2 years ago, the market was so hot that everything was very overpriced. Maybe it is a little better now.

I was very happy with Jim Pecora, who is also a Buyer Agent:

I used him both times I bought a house in Chelmsford, and also believe he covers Lowell.

Jim was great and we liked the home inspector we used as well if/when they need one. He was through during the inspection pointing out good and bad stuff and gave us a very well written comprehensive report that we still reference sometimes.

I live in Lowell, and thoroughly enjoy my downtown condo.

If they're thinking of Lowell, warn them to stay out of the Acre, the Highlands, and the Lower Highlands. Upper Highlands are fine, as is Belvidere (but not so much Lower Belvidere). Pawtucketville has nice parts and not-so-nice parts. Centerville, Back Central, and South Lowell, less so, but still nice parts can be had.

If they're looking for condos, pretty much any of the mill conversions are in fairly nice places, though the JAM district (named after three parallel streets: Jackson, Middlesex, and Appleton) can get dodgy once you're off Central St. Note, however, that there's a major development just getting underway in the JAM district that has potential to dramatically improve the area.

I bought using a buyer's agent, and will happily recommend mine: Pam Morrison. She cheerfully tolerated me shopping long-distance from the DC area for the better part of a year, and a great deal of running around all over Lowell, before I actually bought a place.
